Supply Area

ArcelorMittal Tubarão currently uses a decentralized purchasing model. There are certain areas of the plant which purchase specific raw material and spare parts for their own use; however, there is a Supply Division in charge of purchasing materials for multiple users, that is, general materials and spare parts used by more than one area. This area is also responsible for standardizing supply activities, controlling and consolidating the supply budget, controlling and managing the process to import parts and their distribution inside the plant, developing suppliers, and giving support to the decentralized purchasing cells inside the company.

Spot Purchasing

ArcelorMittal Tubarão is constantly searching for new technologies to boost the business, thus, aiming to expand its geographical base and strengthen the collaborative relationship between ArcelorMittal Tubarão and its suppliers, the company implemented in 2004 a Supplier Relationship Management (SRM) solution using an internet portal developed by BMS – Belgo Mineira Systems (SUPERBUY).

ArcelorMittal Tubarão currently uses this private portal called SUPERBUY to collect prices from suppliers. For such, the invited supplier needs to be registered on ArcelorMittal Tubarão portal and at the SUPERBUY system to participate in this type of price quotation. Operations performed in the portal are free of charge (except for reverse bids) and the only technological structure needed is a computer with internet connection.

Among the tool features we can point out the capacity to integrate with ArcelorMittal Tubarão system, send price quotation request via internet, receive suppliers’ bids automatically, follow up quotations and carry out automatic negotiations and reverse bids.

We firmly believe that consolidating the use of this tool will make ArcelorMittal Tubarão relationship with Suppliers more competitive and certainly better prepared to meet new Market needs.

Contracting Models

Global Contracts

In this model we estimate the necessary amounts and establish the prices for the contract period.

Characteristics:

  • Material in general of regular and frequent use;
  • Lead time-based delivery;
  • Supplier is free to estimate productions and inventory;
  • Average contract period of 12 months.

Supply House

Another type of global contract - where the suppliers are located close to ArcelorMittal Tubarão site (Vitoria Metropolitan Area) and can be more closely monitored by the Purchasing Area.

Characteristics:

  • High use, non-strategic and low impact and complexity materials available in the market;
  • Value adding services - direct delivery to users;
  • Supplier is responsible for keeping inventory equal to our average consumption per number of months in the contract, negotiated case by case;
  • Average contract period of 24 months.

In-company Stores

Similar to Supply House Contracts, except that the suppliers are located inside company premises.

Characteristics:

  • Strategic high impact materials not available in the local market;
  • Value adding manufacturing services of direct delivery to users;
  • Supplier is responsible for keeping inventory equal to our average consumption per number of months in the contract, negotiated case by case;
  • Average contract period of 36 months.

Performance-based contract

After the consolidation of the projects for In-company Stores, Supply House and global contracts as essential tools to create a policy to optimize the level of supply and rationalize processes (automation, speed, etc.) started the search for adding value to the purchases focusing on the performance of the materials.

The performance-based contract model makes it possible to:

  • Speed up the development of materials and their application process regarding applied technology, quality and yield;
  • Ensure more commitment to the supplier-company relationship;
  • Increase users’ satisfaction.

How to register

In case of need to seek new partners, market surveys are carried out by the areas in charge to verify not only the possible suppliers’ quality and production capacity, but also their economic, financial and taxation situation.

As a rule ArcelorMittal Tubarão does not register suppliers upon their own request; the information regarding companies applying for a contract bid can be sent to ArcelorMittal Tubarão at 930, Av. The information will be sent to the designated areas for analysis, which does not ensure registry.

* In order to apply to be an ArcelorMittal Tubarão “Registered Supplier” it is important for the supplier to have quality assurance certificates such as ISO, PRODFOR, or any other well-known accreditation program.
